Kevin Guallpa-Lema was arrested after Spring Valley police were contacted by Child Protective Services regarding an 11-year-old girl who was not attending school regularly, said Officer Matthew Galli.
A joint investigation found that the girl was the victim of sexual abuse and Guallpa-Lema was arrested, Galli said.
He was charged with rape and sexual abuse. He is being held on $50,000 bail.
